Can an exchange student from Italy enter Canada to see Niagara Falls? Passport is current with US visa?

I believe so, but run it by your embassy. The laws right now are pretty tight.

Niagara Falls boarders upstate New York as well as Canada, so you can conceivably go see it without leaving the states

Yes. Italy is one of the countries whose citizens are not required to obtain visa to visit Canada. You must, however, have your travel document to U.S. properly endorsed so you could return to U.S. without a glitch.
